C’est avec grande stupéfaction que l’ABLOGUI a appris que les ateliers régionaux préparatoires des examens nationaux session 2019, organisés par le ministère de l’éducation nationale et de l’alphabétisation, ont recommandé «l’interruption [volontaire]des réseaux sociaux (messenger, imo, whatsApp, facebook, viber et instagram) de 9 heures à 16h jusqu’à la fin des évaluations”.
L’ABLOGUI met d’ores et déjà en garde le gouvernement contre la mise en œuvre d’une telle recommandation qui constituerait une grave atteinte à la liberté d’expression et un dangereux précédent pour la démocratie en Guinée.
L’accès à Internet est un droit comme tout autre et nous rappelons que les fuites des sujets aux différents examens existaient bien avant l’avènement et la prolifération des réseaux sociaux en Guinée. Donc, les pratiques constatées à travers les réseaux sociaux ne sont que le reflet du manque de rigueur généralisé de notre système éducatif.
Bloquer les réseaux sociaux sur une période serait une entorse à la liberté d’expression. Au-delà de cette privation de libertés, l’impact négatif sur l’économie du pays déjà asphyxiée sera considérable et beaucoup d’entrepreneurs seront touchés dans leur marketing digital.
La liberté d’expression est la norme et toute limitation est une atteinte à cette norme. Le rôle central d’Internet dans la vie sociale et économique des utilisateurs a récemment amené les Nations Unies à adopter une résolution soutenant « la promotion, la protection et l’exercice des droits de l’homme sur Internet ». La résolution condamne les efforts de l’État pour empêcher ou interrompre intentionnellement l’accès à l’information en ligne.
ABLOGUI demande au ministère de l’éducation nationale et de l’alphabétisation de prendre des mesures pour le bon déroulement des examens nationaux dans la transparence. Car le blocage des réseaux sociaux est loin d’être la solution aux différentes fuites et tricheries des années précédentes.
